After reviewing current scoring measurements and trends, the work-group participants concluded that providers with mild to serious performance issues (scoring 70% or lower on Comprehensive Reviews) can still score between 80% and 95% for the overall score. (Theoretically a CCI or CPA with a 0 on their comprehensive review could still score an 85% if they received full credit on other measures + ten incentive points. An ILP or TLP could score a 95%)

Proposal: To reallocate the distribution of points to ensure that additional focus is placed on the OPM Monitoring Assessments, to more accurately reflect provider over all performance vs. unverified self reported data.

Proposed: Scorecards for CCIs and CPAs will allocate 60 points to the comprehensive review, 20 points to the safety review, and 20 points to the other measures (safety, permanency, and well-being). Those measures will carry the same relative weights as they did in FY2019, rescaled to fit within 20 total points.

Explanation: Suggestion provided in an effort to ensure that providers' scores more accurately reflect the quality of current work.

* 7. Current: CCI providers receive 4 incentive points for having no “reportable” use of physical restraints/seclusion/ESI during the quarter.

Proposed: No incentive points will be awarded based on the use of or lack of physical restraints/seclusion/ESI during the quarter.

Explanation: The group concluded that this measure may be penalizing providers that work with MWO youth and properly utilize restraints. Additionally, the group concluded that the large weight of the incentive contributes to score inflation.

* 8. Current: For all providers scoring 85% or higher for the overall PBP Score for the fiscal year OPM will conduct biennial (every other year) Comprehensive Reviews.

Proposed (A): Increase the threshold to 90%. OPM will conduct annual Comprehensive Reviews for all providers scoring below the threshold and biennial Comprehensive Reviews for those scoring 90% or higher.

Proposed (B): OPM will conduct annual Comprehensive Reviews for all providers

Explanation: To identify and assist providers in need technical assistance or corrective action more proactively.

* 9. ILP/TLP ACADEMIC SUPPORTS

Current: Youth enrolled in K-12 or a GED program are required to receive at least two academic supports per month to earn PBP credit.

Proposed: Youth enrolled in school at any level through college/technical school, not just K-12/GED would be required to receive at least two academic supports per month to earn PBP credit.

Explanation: The group discussed that youth enrolled in college/technical/vocation school still require and benefit from academic support and provider engagement.

Proposed: For the Placement Stability measure, GA+SCORE will be updated so that CPAs reporting a transfer between homes can also select one of the existing reasons for the discharge from home.

* 11. Current: Providers receive a PBP Verification Review of one randomly selected quarter each fiscal year. Said review may result in a debit from the next quarter score.

Proposed: Providers who receive a debit of 10 or more points during the PBP-V Review will be subject to additional Verification Reviews during the upcoming quarters.
