INTRODUCTION:

Dear Partners

The Pan Caribbean Partnership against HIV and AIDS (PANCAP) was established in 2001 as a regional partnership of governments, regional institutions and organisations, civil society organisations, bilateral and multilateral agencies and contributing donor partners. PANCAP has played a critical role in supporting countries’ ability to control the HIV epidemic in the Caribbean. It has facilitated a coordinated regional response to HIV, provided important regional public goods to countries, mobilized significant resources for HIV, and involved representatives of civil society and the marginalised who would not normally have a voice.

The Leadership of PANCAP is cognisant that ending AIDS is an unfinished agenda that needs to be included as a priority for sustainable health within the post-2015 development targets However, there is a need to examine and evaluate the PANCAP model, to assess its contributions/ achievements, strengths and weaknesses and to determine if aspects of the model might be applicable to the broader health challenges facing the region. The findings of this review would be used to inform the Council for Human and Social Development (COHSOD) and CARICOM Heads of Governments’ decision on the way forward for PANCAP.
