Introduction

The City of Port Adelaide Enfield is developing a new Management Plan for dogs and cats and we would like your help in guiding the direction of the Plan. All Councils in SA are required under the Dog and Cat Management Act 1995 to prepare a Plan of Management for dogs and cats every five years.

Our Plan will be themed around Pets, Places and People, and as part of our first round of public consultation, we want to know what you think about the planning and management of dogs and cats in the council area.

This survey has been prepared for residents and businesses within the City of Port Adelaide Enfield, but you don’t need to have a dog or cat to participate in the survey. Please fill in the survey and tell us what’s important to you about dogs and cats.

Your feedback will help us inform the planning and management of dogs and cats in the city for the next five years.

On Leash, Off Leash, Dogs Prohibited and Fenced Dog Parks
The City of Port Adelaide Enfield has approximately 365 public parks and reserves:

4 reserves - dogs prohibited at all times
9 reserves – dogs must be on a leash at all times
1 reserve - designated times for dogs to be on leash
3 designated fenced dog parks.
In the remaining parks, dogs may be off leash, under effective control at all times.

Cat Registration

 The State Government has introduced compulsory microchipping and de-sexing of cats which will come into place from 1st July 2018. Local Councils may make a decision whether to also introduce compulsory Cat Registration and charge annual registration fees

 According to the RSPCA  Australia website, 29% of Australian households own at least one cat.  Based on this, it is estimated that there may be at least 13,439 owned cats in the City of Port Adelaide Enfield.

It is not possible to know how many unowned or stray cats there are in our Council area. Of 62 complaints about cats received in 2015/2016, and acted upon by our Community Safety Officers 11% were identified as relating to owned cats and 89% of complaints related to cats with no identifiable owner.

We will be assessing the feasibility of compulsory cat registration and are interested in your views on whether Council should implement annual fees and registration to be paid, per cat by people who own cats.
