(A) Lower Heat Ray attack from 40 seconds to 35 seconds AND/OR adjust the Heat Ray timer to cut off at 40 seconds even if locked onto a target.

(B) Lower Heat Ray attack from 140 reach to 130 reach.

(C) Both (A) and (B) should be applied to properly balance adjust Rio.

(D) Trust in TOHO game design to bring units/leaders and game balance without a balance adjustment to Rio.
