Comment/Suggestions for the Draft Recommendations of “ IOF 2.0"

Dear Sir/Madam. 
ICAR-CIFA in association with the Dept of Fisheries, MoFAHD & NFDB conducted the National Virtual Consultation on “Indian Ornamental Fisheries 2.0 - The Way Forward" during April 22-24 2021. All the major stakeholders from different key segments of the sector participated in the consultation and shared their opinions. The event was steered and guided by the stalwarts, experienced academicians and top policymakers of the sector. The concerns raised by the stakeholders were documented properly, compiled and subjected to elaborate discussion during the event. Based on the discussions, a set of draft recommendations were made as follows. As a valued stakeholder, you are kindly requested to give your comments/suggestions to the recommendations. You are most welcomed to give your highlight any major issues or constraints and additional suggestions/proposed solutions in the option provided in the last question of this survey

Implementation of the Ornamental Fisheries development programme should be taken up in a Mission Mode approach with proper institutional reforms and administrative setup within DoF to address the issues and constraints such as airline freight charges, GST issues etc faced by the stakeholders such as exporters, local ornamental manufacturers etc. (Please provide your comments/ suggestions in the comment box below)

Establishment of production clusters in strategic locations of the country in a Hub and Spoke model with livelihood development-oriented business approach with proper support infrastructures such as brood bank, quarantine facilities and all the necessary ancillary industries and support services. (Please provide your comments/ suggestions in the comment box below)
8.Recommendation 3
Establishment of export-oriented, commercial-scale production facilities in North-East & Western Ghats to standardise & scaling up viable breeding & rearing protocols for mass-scale production of indigenous fish species and also for variety development for important exotic ornamental fishes. The initiative to be taken up in a mission mode approach with all the support services like investment backup & incentivization, export facilitation, quarantine facilities, quality certification and other related services. Export of wild-caught indigenous fishes shall be continued with proper certification and to be reduced in a phased manner, only cultured fishes to be allowed for export in the future. (Please provide your comments/ suggestions in the comment box below)

Vigorous promotion of aquarium hobbying at various levels through appropriate strategies such as promoting commercial, public aquariums/oceanariums in major tourist attractions/existing theme parks, installation of aquariums in Govt offices, school & colleges, trade shows, ornamental fish competitions etc. Marketing infrastructure for ornamental fisheries to be strengthened and Ornamental Fish Malls to be established in major cities in the country. (Please provide your comments/ suggestions in the comment box below)

Creating a level playing field for indigenous aquarium manufacturers to compete with imported items through appropriate policy instruments and motivating private investments in indigenous manufacturing with next-generation technologies through special incentive packages. (Please provide your comments/ suggestions in the comment box below)

Research institutions and private firms should develop indigenous, cost-effective technologies for key sub-sectors like live feed, aquatic plants, drugs & additives and aquarium accessories which would reduce the dependency on imported items. (Please provide your comments/ suggestions in the comment box below)

Center of Excellence to be established for taking up coordinated, advanced R&D programmes in ornamental aquaculture.(Please provide your comments/ suggestions in the comment box below)
13.Recommendation 8
Developing Master Trainers should be given Top-priority. Customized, need-based capacity building modules for skilling the manpower at different levels in the industry. Innovative and field-oriented, immersive curriculums to be introduced in the B.FSc course and B.Voc / short term certificate courses in Ornamental Aquaculture for developing paraprofessionals. Ornamental fisheries and aquarium hobbying & aquascaping to be introduced at various levels of the education system. (Please provide your comments/ suggestions in the comment box below)
