The Oregon Department of Land Conservation and Development (DLCD) has released for public review a draft of an Offshore Wind Energy Roadmap as directed by House Bill 4080 (2024). The Roadmap will define standards for potential future offshore wind energy development, focusing on environmental protection, community involvement, workforce development, economic opportunities, and tribal and cultural resource protection. The Roadmap will also identify actions and opportunities that could move the state responsibly along the path toward a future that includes offshore wind energy for Oregon.

The Roadmap considers four alternative futures for Oregon and its coast—two include offshore wind turbines, and two do not. Each pathways is outlined in the Roadmap with unique advantages and disadvantages. The pathways considered in the Roadmap include:
  • Oregon chooses to not participate in offshore wind energy in any way and reserves the ocean and coast for other beneficial uses (“No OSW Projects”);
  • Oregon participates in economic activities related to offshore wind energy (e.g., supply chain and necessary port upgrades, R&D engineering and testing, professional services, ocean research) but does not host offshore wind energy projects off the coast of Oregon (“Economic Participation Only”);
  • Oregon pursues a pilot scale offshore wind energy project (“Pilot Project”); or
  • Oregon hosts an offshore wind energy industry (“1 GW to more than 3 GW”) with either A) major port development or B) no major port development to support turbine assembly and maintenance.
Any decision Oregon makes about offshore wind should be rooted in meaningful engagement, good information, regional coordination, and a holistic and accountable approach.
