Vision and Guiding Principles

Please review the vision statement and draft guiding principles below. Rate how well each reflects the values important to the City of Houston, stakeholders, and the community.

A vision is a future condition. It is meant to be aspirational, compelling and will include water at the center of a larger perspective of an integrated urban system.

Guiding principles provide a framework for decision-making for both planning and future implementation as conditions change. They should withstand the test of time and reflect shared values.
Vision Statement

The One Water Houston Plan will result in integrated water management that enhances resilient and thriving neighborhoods, a strong economy, and a healthy environment for all Houstonians—today and into the future.
Guiding Principles

Engage the public, community organizations, customers, and partner agencies collaboratively—as participants in water management and stewardship.
Prioritize strategies, policies and projects that cultivate thriving neighborhoods and work to remove barriers to safe, clean water and wastewater services.
Develop resilient strategies that provide multiple benefits across the whole water cycle that meet current needs and can adapt to future challenges.
Partner with others to implement sustainable solutions that protect our drinking water sources, bayous, and Galveston Bay with best practices that conserve and regenerate natural resources.
Align solutions and implementation strategies with other regional plans and initiatives such as Resilient Houston, Houston’s Climate Action Plan, and Living with Water Houston.
Leverage technology and innovative approaches to provide affordable, accessible and reliable services to meet the needs of current and future Houstonians.
Initiate and institute policies, programs and organizational changes to achieve Houston’s vision of a One Water city.
