OSC Acceptable Use Policy for the OSC Training Facility

Policy Statement

It is the policy of the Office of the State Controller (OSC) to monitor and ensure proper use of computer resources, internet resources, and equipment.

Purpose

This policy defines the appropriate use of computing and communications resources for the OSC Training Facility and also addresses the information stored on or transferred via computers, networks and peripherals, as well as the usage and protection of the physical assets themselves.

Background

To better serve our public and provide our employees, students, vendors and contractors with the best tools for training, the Office of the State Controller makes available to our participants access to one or more forms of information technology resources: computers and Internet. All training participants and everyone connected with the organization should remember that electronic media and services provided by the organization are Office of the State Controller property and their purpose is to facilitate and support State Controller training. Proper use and protection of resources and information is essential for State operations.

Scope

This policy applies to all Office of the State Controller training participants.
Internet

1. Under no circumstances are training participants/vendors of the Office of the State Controller authorized to engage in any activity that is illegal under state or federal law while utilizing the Office of the State Controller resources and systems.

2. Training participants shall maintain a professional, business presentation in the use of these systems at all times. For example, training participants shall not use these systems to participate in forums such as chat rooms for non-work related purposes. The Office of the State Controller training participants may make reasonable personal use of information technology resources as long as:

a. The direct measurable cost to the public is none or is negligible or access supports the mission of the Office of the
State Controller;
b. There is no negative impact on training performance;
c. The policy is applied equitably among all training participants of the Office of the State Controller;
d. Training participants shall reimburse the Office of the State Controller if costs are incurred, provided that costs may be incurred only in critical situations.

3. Downloading any software for personal use is strictly prohibited. Training participants/classes requiring the use of nonstandard software should coordinate the request through a member of the OSC Training team, who, if necessary, will direct the request to the Information Access Manager.

4. Electronic media and services should not be used in a manner that is likely to cause network congestion or significantly hamper the ability of other people to access and use the system. Specific examples include, but are not limited to, the use of the following: Streaming Audio/Video and Chat for personal use.

5. Training participants shall not use the Office of the State Controller’s internet connection and computer resources for gambling, soliciting for personal gain, and secondary employment.

6. Training participants shall not use the Office of the State Controller computer resources for commercial purposes, product advertisements or "for profit" personal activity.

7. Training participants shall not use the Office of the State Controller computer resources for any sexually explicit use, whether visual or textual. Training participants shall not view, transmit, retrieve, save, or print any electronic files which may be deemed as sexually explicit.

8. Training participants shall not use the Office of the State Controller computer resources for duplicating, transmitting, or using software not in compliance with software license agreements i.e., unauthorized use of copyrighted materials or another person's original writings.

E-mail

9. Training participants may use webmail for viewing work emails during non-instructional times (Break/lunch).

10. Training participants shall not use the Office of the State Controller computer resources for any religious or political lobbying, such as using e-mail to circulate solicitations or advertisements.

11. Training participants shall not access or attempt to gain access to any computer/e-mail account to which they are not authorized. No e-mail or other electronic communications shall be sent that attempts to hide the identity of the sender or represent the sender as someone else.
