As two leading international organizations working to strengthen global law enforcement and the rule of law, INTERPOL and UNODC (United Nations Office on Drugs and Crime) have partnered to explore the implications of neurotechnology for law enforcement and the criminal justice system.
UNODC and INTERPOL invite submissions that address considerations relevant to the use of neurotechnology under the umbrella of the intersection of neuroscience, law enforcement, and criminal justice.

Submissions may address one or more of the following topics:
- Definitions of Key Terms, Such as Neural Data and Neurotechnologies
- Current and Potential Uses of Neurotechnologies in Law Enforcement and/or Criminal Justice Systems
- Application and Implementation Challenges for Law Enforcement or Criminal Justice Systems
- Emerging Threats Posed by Current or Future Uses of Neurotechnologies in Law Enforcement or Criminal Justice Systems
- Risks and Trends Related to Malicious or Criminal Misuse of Neurotechnology
- Legal Grey Zones: Legal, Human Rights, and Ethical Considerations
- Case Studies, Examples, or Lessons Learned from the Use of other Technologies by Law Enforcement and Criminal Justice Professionals

For this consultation, experts from the following areas are welcome to contribute: Law Enforcement; Criminal Justice; Industry and Private sector; Academia; Civil Society; etc.

Submissions must be received by 10 November 2025 at 18:00 Vienna time. No submissions received after the deadline will be considered for this consultation.
