Background

Meals on Wheels Texas is creating a statewide network of local home delivered meal providers that can serve unserved areas of the state and participate in contracts with managed care organizations and hospital districts, providing the highest quality meal possible.
 
As you may know, for profit meal companies are aggressively pursuing all avenues of funding for home-delivered meals: state funding, MCO funding, and hospital district funding.  We know that local home-delivered meal providers provide a higher quality of care and greater connection to other community resources.
 
Meals on Wheels Texas is interested in contracting with a managed care organizations (MCOs) or hospital districts to provide meals across large areas of Texas.   The statewide network would provide a single point of contact for referrals and the network would be responsible for arranging meal service with network members in close geographic proximity to the referred client.  Programs who choose to participate in the network may be responsible for:
  • confirming their ability to serve the referred client,
  • conducting intake assessments,
  • providing meals and a personal connection with the referred client, and
  • providing accurate data about that meal delivery to the network. 
The network would be responsible for billing and reporting to the contracted entity.  

MOWT is in the process of developing a set of minimum requirements for programs who wish to be a part of the network.  This survey will help us better understand program response times and resources needed to expand delivery areas.
