PROPOSAL ONE: Container Return Scheme (CRS)

A Container Return Scheme (CRS) incentivises people to return their empty beverage containers for recycling and/or refilling in exchange for a small refundable deposit. Here is a short overview document.
  • a 20-cent refundable deposit to all eligible beverage containers within the scheme.
  • size of eligible beverage containers to be 3 litres and smaller.
    beverage container materials included are:
    • glass
    • plastic (numbers 1, 2 & 5)
    • metal (e.g. aluminium and steel)
    • liquid paperboard (milk and juice cartons).
  • the proposed exclusions are: Fresh white milk bottles and ‘niche’ containers like compostable plastics, biodegradable plastics, bladders and pouches.
1.In principle would you support the implementation of a Container Return Scheme for New Zealand?
2.Do you support the proposed refund amount of 20 cents?
3.If more or less what value?
