Overall Requirements 
This application form is for a sheriff’s office/law enforcement agency proposing to contract with the National Sheriffs’ Association (NSA) to deliver DRE School training AND/OR Advanced Roadside Impaired Driving Enforcement (ARIDE) classes. All sheriff’s offices and other law enforcement agencies, Peace Officer Standards & Training (POST)-recognized training academies/institutions, and organizations contracted by a state highway safety office (SHSO) to administer the DEC Program are eligible to apply. All proposed training must be delivered within 12 months of contract approval, or by August 31, 2022, whichever date falls first.

Basis of Vendor Selection 
The NSA will assign a selection committee to review all submitted proposals. NSA intends to avail itself of the most favorable terms and conditions it can negotiate and award contracts based on the:  
          Proposed timeline for delivery 
          Technical approach 
          Responsiveness to this RFP 
          Work plan 
          Cost estimates 
 
Be sure to include specific information on your application and provide reasons for why your office should receive this funding. The latter will assist reviewers in their evaluation of your application (e.g. You have no personnel trained in drug-impaired driving enforcement; a significant % increase in drug-impaired driving offenses in your region necessitates more deputies/officers be trained in DRE and ARIDE classes).  

These trainings are to supplement, not replace, current funding for Drug Recognition Expert (DRE), and Advanced Roadside Impaired Driving Enforcement (ARIDE) training.  

These financial awards will be administered directly to an office or agency, and not through SHSOs. However, consultation with the SHSO is preferred, as is a letter of support from them.

DRE and ARIDE training fall under the purview of each state’s Drug Evaluation and Classification (DEC) Program coordinator. The DEC Program Coordinator can also supply necessary information in the Need section of the proposal. A letter of acknowledgement from the office’s/agency’s state coordinator is preferred. This letter should include:
  • The training being sought
  • The need for this region to receive this training
  • The ability to deploy and sustain these new trainees through future in-service and refresher training
