North Portland Neighborhood Services Small Grants Reimbursement Program supports community building and advocacy activities in North Portland. A total of $27,000 is available for this grant cycle to be awarded to North Portland organizations and groups. Requested amounts may range from $500- $4,900. Funds will be eligible for reimbursement for programming expenses starting February  2022 – February 1, 2023.

To qualify, your project must meet at least one of our program’s goals:
  • Increase the number of people who are involved and engaged in their communities;
  • Strengthen community capacity through, for example, leadership development, skills building, fostering teamwork and/or partnerships, and community building;
  • Increase community impact on public decisions.
Civic Life will only award grants to registered 501(c)3 non-profit organizations. If your entity is not registered as such, please seek a fiscal sponsor that is one of the following: 
  • 501(c) 3 non-profit,
  • Government entity, or
  • Business that is registered with the City of Portland.
The Small Grants Program prioritizes engagement with communities historically underrepresented and underserved  such as Elders, Youth, People with disabilities, Black, Indigenous and other People of Color, Immigrant and Refugee communities, Low income individuals and families, and LGTBQIA+ people.

Allowable Costs

Activities, efforts, and materials needed for your proposed project are generally allowable costs. This could be supplies needed for programming or events, food for proposed event, facilitation or entertainment costs, administrative costs related to the proposed project, staff time related to the proposed project, etc.

Unallowable Costs

Requested funds may not be used for any costs the applicant may incur in preparing the application (paying a grant writer), ongoing operations outside of the proposed project, re-granting, loans, debt retirement, fund drives, emergency funding, and/or capital projects. Costs accrued solely to promote or advance the awardee business or organization are also not  eligible for reimbursement. 

Unallowable costs also include (but are not limited to): some political activities (for example, activities to promote a specific candidate); purchase of cannabis or alcoholic beverages; purchase of real estate. Please check with the grant manager if you have questions about a specific item in your proposed budget.
