Prevention:  Administrative or regulatory actions that influence the way land is developed and buildings are built.  Examples include planning and zoning, building codes, open space preservation, and floodplain regulations.
Property Protection:  Actions such as modifying existing buildings to protect them from a hazard area.  Examples include building acquisition and demolition, relocation, elevation, structural retrofits, and installation of storm shutters.
Protection of Natural Resources:  Actions that minimize hazard losses but also preserve or restore the function of natural systems.  Examples include floodplain protection, habitat preservation, slope stabilization, riparian buffers, and forest management.
Structural Projects:  These are actions designed to lessen hazard impact by modifying the natural progression of a hazard.  Examples include dams, levees, detention/retention basins, channel modification, retaining walls, and storm sewers.
Emergency Services:  These actions protect people and property during and immediately after a hazard event.  Examples include warning systems, evacuation planning, emergency response training, and protecting critical facilities or systems.
Public Education and Awareness:  Such actions inform citizens about hazards and about steps they can take to protect themselves and their property.  Examples include community outreach projects, school education programs, library materials, and demonstration events.
