Introduction

This questionnaire is intended to solicit support for and provide guidance on the development of potential legislative initiatives, policies, and/or processes that promote compatible renewable energy siting with military operations.

According to the National Conference of State Legislatures, there are several legislative initiatives, policies, and processes that promote compatibility of new renewable energy projects with military operations and activities:

A.    Requiring early notification to the Department of Defense (DoD) of potential renewable energy developments

B.     Requesting an informal review from the DoD of potential renewable energy developments

C.     Ensuring any conflicts are resolved during the planning phase prior to permitting and construction

D.    Enacting renewable energy development siting guidelines and/or ordinances using statewide maps of military mission conflict areas

The following questions are grouped into these four broad categories to gauge your support for adopting best practices in siting and permitting renewable energy projects to be compatible with military operations.

For each question, please selected either “Yes” or “No” to whether you believe the State of Maryland should consider pursuing the proposed legislative initiative, policy, and/or process related to renewable energy development siting and permitting. In addition, please provide your comments and/or revisions on any language that you feel should be changed. After each policy or regulation description is the state abbreviation in red where that best practice has been implemented.
