Downtown Norfolk Improvement District Renewal Survey

Since 1999, the Downtown Norfolk Council (DNC) has contracted with the City of Norfolk to manage the Downtown Improvement District (DID). The DID is a state-enabled district that collects a special assessment on Downtown properties within its boundary to pay for enhanced services over and above what city government provides. These services include the Public Service and Clean Team Ambassadors that patrol and service the streets of Downtown on a daily basis, marketing initiatives, Downtown events and promotions, beautification, and economic development support. Through the DID, property owners help enhance the vitality, safety, cleanliness, and economic success of Downtown Norfolk.

The current district is a 50-block area bounded by the Elizabeth River on the south, Virginia Beach Boulevard on the north, St. Paul’s Boulevard on the east and Duke Street on the west. A map is provided below. To learn more about DNC and the DID, visit https://www.downtownnorfolk.org/.

The DID requires renewal every 5-7 years. It has been renewed four times throughout its existence, with its current term set to expire on June 30, 2026. To continue providing services beyond this period, DNC is underway with a formal renewal process. As part of this work, DNC is seeking feedback on how it can continue to provide services that are of value to ratepayers and the broader Downtown community.
