Introduction

Thank you for taking the time to complete this survey on the homeless services system in the City of Napa.  This survey should take about 15-20 minutes.

The City of Napa knows when community members experience homelessness, it impacts not only the person experiencing homelessness, but also those that live or work here, visitors, business owners, and City employees tasked with addressing the needs and impacts of homelessness in Napa.  The challenges that come with homelessness are not unique to the City of Napa, and jurisdictions throughout the State of California and the United States are grappling with similar needs and challenges.

The Napa City Council has prioritized the provision of homeless services and the management of impacts of homelessness in the community by consolidating the coordination of these activities in the City Manager’s Office.  

Unfortunately, for many reasons ranging from lack of funding, the time it takes to develop housing, and limitations on the City's legal authority, there is no quick or easy solution to homelessness.  Addressing the challenge will take many years, require difficult community conversations to prioritize programs and actions, and take a significant financial investment from local, State and Federal sources. Our commitment is to design both a long-term strategy and shorter-term measures for the Napa community to address homelessness. This survey and your responses will be used in the development of the City's plans. 

This survey has been designed based on actions taken or programs provided in other jurisdictions. There are some questions within this survey that will ask you to prioritize options even though the situation presented is not ideal or desired.  

The results of this survey will be presented to the City Council on June 15, 2021 at 6:30 PM.
