The Specialized Code will apply only to new construction (with no exceptions). It includes requirements to pre-wire new buildings for electrification (if they will initially use fossil fuels) and includes updated energy efficiency standards for large multi-family buildings. It also requires the addition of solar panels to new buildings that use fossil fuels, with notable exceptions for shaded areas and space restrictions.
