2020-2024 Consolidated Plan Survey

PART I: Each year, the Town of Manchester receives federal funding called the Community Development Block Grant, or CDBG. This grant is for housing and community development projects that primarily benefit low- and moderate-income residents. Every five years, the Town must create a Consolidated Plan to outline strategies for addressing priority goals and describe how the annual CDBG grant will be spent over the five year period.

CDBG funds are provided to help towns and cities create viable, healthy communities through:
~ Decent Housing (ex: improving housing conditions);
~ A Suitable Living Environment (ex: improving safety and livability of neighborhoods); and
~ Expanded Economic Opportunities (ex: job training for low/moderate income residents)
