The Old County Jail and Former Assessor’s Office at 34 and 38 North 7th Street, respectively, are county-owned buildings fronting Courthouse Square in downtown Stroudsburg. They lie in the Borough’s C-2 Commercial zoning district, which allows a variety of residential, commercial, and recreational/cultural, and public/public service uses. The buildings are also included in the Borough’s Historic Preservation District, which requires a Certificate of Appropriateness from the Borough for any exterior renovations or alterations.
On behalf of the Monroe County Commissioners, the Monroe County Planning Office is seeking public suggestions for the future use of these buildings. Share your ideas by April 30, 2024.
Survey results will be compiled in an Adaptive Reuse Study, presented to the County in late Spring 2024.

* 5. Both buildings currently sit on one lot, along with a small 16-space parking lot. Most permitted uses will not require off-street parking under the Borough’s zoning ordinance, so the parking lot could be repurposed.

* 6. The Borough’s Historic Preservation District protects the buildings – any exterior alterations or restoration work must be reviewed by the Borough according to its Historic Preservation District regulations.

The National Register of Historic Places is an honorary designation administered by the National Park Service. Buildings listed on the National Register qualify for certain tax credits and grants to help offset the cost of preservation work. They do not face any mandatory requirements or restrictions.

Neither building is currently listed on the National Register.
