Introduction

The Council of the College has approved in principle changes to the Policy Medical Examinations by Non-Treating Physicians. Although the changes were not substantive, the Council decided that it was still important to get feedback and directed that the proposed amended policy be circulated to physicians, health care organizations and the public to seek feedback.

Background

The Policy – Medical Examinations by Non-Treating Physicians was originally adopted by Council in June, 2001. It most recently underwent a substantive review process in 2022. It reached its sunset review date in November 2025.

After considering an environmental scan of similar policies from other medical regulatory bodies, the Council approved the following changes:

  • Replacing the word “physician” with “registrant” in the title and throughout the policy, given that the policy expectations apply to any registrant who may be involved in this process;
  • Moving an explanation of “NTME” to the preamble, to ensure clarity from the outset;
  • Clarification that the policy is not intended to address file reviews conducted without medical examination;
  • Adding or fixing links where appropriate;
  • Replacing the word “claimant” with “examinee;”
  • Adding certain expectations arising from the environmental scan;
  • General clean-up / clarification of language.

Consultation Request

The Council anticipates that it will consider feedback from stakeholders, including members of the profession, at its meeting on Friday, September 25, 2026. The Council would like to hear from you! If you have concerns with the proposed amended policy, it would be helpful if you explain the reasons for those concerns.
How to Respond


In order for the College to consider feedback and correlate feedback for the Council in time for the next Council meeting, all feedback should be provided to the College no later than Monday, August 24, 2026.
