* 1. TxDOT should reduce its water usage by installing aerators on faucets.

* 2. TxDOT mail delivery by staff should only occur in urgent situations, and FedEx should be used as the primary means for mail delivery in the Houston District

* 3. The requirement for provider referrals in ERS health insurance from awarded contracts should be removed. Pre-approvals for surgeries would still be maintained.

The requirement for selecting a primary care physician should also be removed. It is particularly challenging for employees in rural areas where there is a high turnover rate among doctors. Many established doctors in rural areas only work part-time, as well. Because of the PCP requirement employees often end up waiting 4 or 5 days to see a doctor.


Question Title

* 4. TxDOT’s existing Wide Area Network (WAN) function connects users at a campus to applications hosted on servers in a data center. TxDOT should instead adopt Software-Defined networking in a Wide Area Network (SD-WAN) because it would allow us to build higher-performance WAN using less expensive commercially available Internet access. TxDOT could partially or wholly replace more expensive private WAN connection technologies. SD-WAN would also simplify the management and operation of a WAN by separating the networking hardware from its control mechanism while increasing security in a cloud-based environment.
