This survey asks about how the DCR is updated when partners switch FSP programs. When partners switch FSP programs, generally the new program cannot access the partner's records until some action is taken to move that partner into their program. The new program may not realize that there is an existing partnership and may try to create a new PAF record for the partner, causing duplicate FSP partnerships for the same partner. In other cases, the new program may know that there is an existing partnership but may not have the ability to access the existing partnership records for an extended period of time, causing missing data to occur.
