ECHA restriction survey

Thank you for participating in our survey. The information provided in this survey will help in establishing a rough estimate of the cost of reporting in the ECHA restriction proposal for PlasticsEurope members.

Proposed restriction:
Polymers shall not, from (approx. 2020), be placed on the market as a substance on its own or in a mixture as a microplastic in a concentration equal to or greater than 0.01% w/w.

Definitions:
Polymer: as defined in Article 3(5) of REACH
Particle: minute piece of matter with defined physical boundaries; a defined physical boundary is an interface

Microplastic: a material consisting of solid polymer-containing particles, to which additives or other substances may have been added, and where ≥ 1% w/w of particles have: (i) all dimensions 1nm ≤ x≤ 5mm, or (ii), for fibres, a length of 3nm ≤ x≤ 15mm and length to diameter ratio of >3
Polymer-containing particle: either (i) a particle of any composition with a continuous polymer surface coating of any thickness, or (ii) a particle of any composition with a polymer content of ≥ 1% w/w
1.Please give the name of your company(Required.)
2.Please give your contact details (name and email): (Required.)
3.Which association are you a member of?
4.Which of the following applies to your company:(Required.)
yes
no
is a producer of pellets, flakes or powder
Is an importer of pellets, flakes or powder according to the Annex XV microplastics restriction proposal
Is a formulator of mixtures containing pellets, flakes or powder
Is a manufacturer of articles using pellets, flakes or powder (e.g. converter)
Not sure whether we deal with pellets, flakes or powder
None of the above
5.Which of the following applies to your company:(Required.)
yes
no
My company deals with materials which are neither pellets, flakes or powder but are likely to fall under the microplastics definition (hereinafter referred to as "such materials")
as a producer of such materials
as an importer of such materials
as a formulator of such materials
as a manufacturer of articles using such materials
Not sure
None of the above
6.All the type(s) of microplastics that you are using in your production processes e.g. catalysts which are defined as microplastics, waxes/oil containing microplastics used in equipment…(Required.)
7.An estimate of the number of individual reports which would be required for your whole company:

a.       For the use of microplastics in your production processes

b.       For any other processes (e.g. masterbatch, conversion, recycling…) which require the use of microplastics
(Required.)
8.An estimate (in man hours) of the time that might be required to prepare the information for the reports on these:
(in case you have additional comments please respond to question 8 below)

a)                   the identity of the polymer(s) used in the previous year,

b)                  the description of the use of the microplastic,

c)                   the quantity of microplastics used in the previous year, and

d)                  the quantity of microplastics released to the environment, either estimated or measured in the previous year
(Required.)
9.If any, please give additional comments to Q7:
10.A numerical estimate of the cost for your whole company to ensure that label and/or SDS, where applicable, ‘instructions for use’ (IFU) and/or ‘package leaflet’ provides any relevant instructions for use to avoid releases of microplastics to the environment, including at the waste life-cycle stage:(Required.)
