We would like to get your feedback on a couple of key aspects of the Forum’s proposed new policy.
This new version simplifies the IPR modes down to three. The RF on Limited Terms and Non-Assertion modes are combined into a simpler and easier to operate “Forum Click-Through” license (described in section 10.3 and Appendix C and D).
1. Should the click-through licenses have a provision that limits the scope of what the standard can be used for?

If so, what suggested wording might be used?
A default RAND license obligation is currently in the 1989 Policy (Sect. 5(c)), and provides for a general member commitment to license on RAND terms without charge for royalties prior to notice of a patent.
2. Should the limitation on charging ‘back’ royalties be retained?
