
Bellona Europa Survey on CO2 Market and Infrastructure Regulatory Approach in Europe |

On the 29th of July 2025, Bellona Europa launched its survey on how best to ensure a well-functioning market for CO2 to enable industrial decarbonisation in Europe.
Bellona is an independent, non-profit and non-governmental organisation that meets environmental and climate challenges head on. We are solutions-oriented and have a systems-thinking and scientific approach to assess the economics, climate impacts and technical feasibility of the climate actions we need. To do this, we work with civil society, academia, unions, governments, institutions, and industries. Bellona has offices in Oslo, Brussels, Berlin and Vilnius. The survey is targeted towards industrial emitters but also invites responses from transport and storage operators to participate and submit their input. The aim of the survey is to collect crucial insights on challenges faced by stakeholders along the CCS value-chain, with the aim of identifying recommendations on the scope and function of the upcoming EU CO2 Market and Infrastructure regulatory proposal for policy makers, experts and stakeholders along the value chain.
The results of the survey will be made public following Bellona Europa’s analysis. The gathering of information through this survey will continue until the end of September. While respondents will be anonymized in all public materials, respondents will have to provide contact information and affiliation to ensure equal weighting of input across organisations. All contact information or identifiable information provided, including as part of detailed responses to questions, will be anonymised. You may have received an invitation through multiple channels within your organisation. We kindly ask that you coordinate and submit a consolidated response where possible. Where there are several respondents from one organisation we will make sure this is reflected in the published results.
