Background:  The Behavioral Health Task Force and subcommittees met from July 2019 through August 2020.  The Behavioral Health Task Force is a group of diverse stakeholders who worked together to develop the plan to transform Colorado’s behavioral health system.

Phase 1 of Blueprint Report includes the Behavioral Health Task Force Recommendation to "convene subject matter experts to identify specific strategies to strengthen efficiencies and service outcomes for people with disabilities with co-occurring behavioral health conditions, to also include marginalized communities." 


Purpose: Implementation of the Behavioral Health Task Force Recommendation that will result in a final report with recommendations for an inclusive behavioral health system.


Outcome:  Colorado will have a behavioral health system that puts people first.


Objectives:  Utilizing the Behavioral Health Task Force six pillars and 19 recommendations and the considerations posed by the Co-Occurring Disability & Behavioral Health Workgroup, Identify actionable recommendations to improve access to behavioral health care for people with disabilities and co-occurring behavioral health conditions, to include marginalized communities. Develop a final report with voted upon recommendations to be submitted to the State’s contractor, Health Management Associates, working on a detailed plan for implementation of the Behavioral Health Task Force recommendations in the Blueprint.


Scope:  
  • Behavioral Health Task Force Six Pillars & 19 Prioritized Recommendations;  
  1. Access: All Coloradans need access to a continuum of behavioral health services and to be connected to those services when they need them.
  2. Affordability: Care can be affordable when people get the care they need to stay healthy, administrative efficiencies are captured, and payment models incentivize positive outcomes.
  3. Workforce & Support: A high-quality, trained, resourced, culturally responsive and diverse behavioral health professional workforce is needed in Colorado to deliver improved health and access. 
  4. Accountability: Collaboration across stakeholders needs to take place to ensure that Coloradans are receiving the quality care they need.
  5. Consumer & Local Guidance: Engagement with community stakeholders is critical for feedback and guidance on how best to meet local behavioral health needs.
  6. Whole Person Care: Coloradans are best served when their social determinants of health (food, clothing, shelter, etc.) are adequately addressed.

  • Workforce for the Continuum of Behavioral Health Care for Children and Youth

Key Deliverables:
  1. Draft Report- March 31, 2021
  2. Final Report- April 30, 2021
  • Recommendations in prioritized order to be integrated into the implementation plan
