Proposed Rule

The Idaho State Department of Education (Department) is taking public comment through August 28, 2019, on a proposed rule to revise the Idaho Standards for the Initial Certification of Professional School Personnel  and amend applicable sections of IDAPA 08.02.02, Rules Governing Uniformity. Proposed changes to the Idaho Standards for the Initial Certification of Professional School Personnel and IDAPA 08.02.02 can be found at sde.idaho.gov/topics/admin-rules/, Current Rulemaking Activities, Docket No. 08-0202-1902.
 
DESCRIPTIVE SUMMARY: The following is a statement in nontechnical language of the substance and purpose of the proposed rulemaking:
 
This rulemaking amends the adoption date of the Idaho Standards for the Initial Certification of Professional School Personnel, a document incorporated by reference into rule, and applicable sections of IDAPA 08.02.02, Rules Governing Uniformity. Proposed amendments include:
  • Certification and endorsement revisions for Exceptional Child Generalist, Blind and Visually Impaired, Deaf/Hard of Hearing, Blended Early Childhood Education/Early Childhood Special Education, School Psychologist, School Counselor, and School Social Worker;
  • Amendments to Alternative Authorization to Endorsement and Alternate Routes to Certification sections;
  • Addition of clarifying language addressing Educator/Student Relationship; and
  • Technical corrections  to numeric order, alphabetical order, spelling, punctuation, and/or grammar.
