Per the
CSA bylaws, full membership is extended only to citizens of the United States, and U.S. resident aliens, who are employees of the United States Federal Government (and their eligible family members over the age of 16) assigned a tour of duty at the locality abroad and acting under the jurisdiction of the Principal Officer. Possession of "Duty-Free Entry" privileges shall be a requirement in determining eligibility for Full membership.
Only Full members are granted the rights to vote on CSA matters; any votes cast by nonvoting individuals will be removed. Thirty members eligible to vote shall constitute a quorum. As this electronic voting platform allows access for all Full members to vote, no proxy ballots will be accepted.
