Each club is entitled to two votes:
The president and immediate past president are designated delegates. If the president and/or immediate past president of a club cannot attend the regional meeting at which the election of trustee is taking place, another club member in good standing may be designated to be the delegate.
At least one-third of all clubs in region must be represented by delegates to constitute a quorum.
