2017 Survey

INTRODUCTION
 
Purpose
The purpose of this survey is to inform LIANZA's Standing Committee on Copyright (LSCC) about how New Zealand's current copyright regime is working for libraries and to find out how you think copyright in New Zealand needs to evolve. The information we gather will be used to advocate for libraries in the upcoming review of the New Zealand Copyright Act.

Context
In carrying out their work, New Zealand libraries must comply with national copyright law as set out in the Copyright Act 1994.

The Ministry of Business, Innovation and Employment (MBIE) has announced a Review of the Copyright Act. An Issues Paper is expected to be released early in 2018, with public consultation to follow.  MBIE is recommending that stakeholders provide clear examples of how New Zealand's current copyright regime does or does not work. They are looking for specific information about what the problems are, for example that as a result of X I need to do Y, which costs me Z amount of time and /or $Z.

If you haven't got enough time to put specific information in the comments field for each question, please do consider taking up the offer which is made at the end of the survey to provide your contact details so that a member of the Committee can arrange to talk to you in more detail.

Aims
  • To gather the fullest possible range of examples from all library sectors, types and sizes of how the current copyright regime works well for libraries and how it does not work well;
  • To develop representative stories of how copyright affects information access and provision, and convey these with suggestions for improvement to MBIE.
This survey is complementary to research being conducted by other stakeholder groups including Universities New Zealand. If you have already responded to other surveys we would still encourage you to complete this survey to help ensure that we can provide a full representation of the issues specific to libraries.

Data use and anonymity
Your survey responses are completely anonymous. You will, however, be given the opportunity to talk to a member of the LSCC to provide further information if you would like.

If we use details from your survey responses in our published analysis, we will remove any details that might identify individuals or specific institutions
 
We welcome multiple responses from staff at the same institutions. If you indicate that you are responding about the experiences at a particular institution we will ask you to provide the name of that institution. This information will only be used to ensure that we account for multiple responses appropriately.

All data collected from this survey will be stored securely. The data will be retained for up to two years or until MBIE's review of the Copyright Act is completed. Only members of the LSCC and LIANZA staff will have access to the data.
