Emergency Management Planning Support Initiative (EMPI) – Community Interest SurveyThe Line 3 Indigenous Advisory and Monitoring Committee (Line 3 IAMC) is delivering an Emergency Management Planning Support Initiative (EMPI) to strengthen emergency preparedness among Line 3–impacted First Nations and Métis governments across Alberta, Saskatchewan, and Manitoba.
The initiative provides external, fully funded support to help communities:
- Develop or update Community Emergency Management Plans (CEMPs) and/or Emergency Response Plans (ERPs);
- Conduct Community Hazard Identification and Risk Assessments (HIRAs);
- Participate in Incident Command System (ICS) training;
- Participate in tabletop exercises; and
- Strengthen emergency management planning through the integration of provincial emergency management frameworks and Indigenous knowledge systems.
To support ongoing intake of interested communities, the Community Interest Survey is currently open to eligible Line 3-impacted First Nations and Métis governments.
This short survey helps us better understand community interest, readiness and timing, and emergency management planning needs, so that supports can be planned and offered in a fair and equitable way.

Important Notes
- If your community has already completed this survey, you do not need to complete it again.
- Communities that complete the survey may be invited to submit an Expression of Interest (EOI) as a next step.
- Participation in EMPI is subject to community readiness, program capacity, and available funding.
- Communities may be invited to participate on a rolling basis as capacity becomes available.
- Emergency management planning supports are delivered by IAMC-contracted consultants.
