Illinois Statewide Recycling Needs Assessment Survey 2% of survey complete. This survey is designed to support a comprehensive statewide needs assessment of recycling, composting, and reuse conditions in the State of Illinois. While a primary focus is on packaging and paper products, the survey also gathers broader information on recycling systems, infrastructure, and materials management across the state. The Illinois Statewide Recycling Needs Assessment Act, introduced in 2023 as Public Act 103-0383, established the Statewide Recycling Needs Advisory Council and directs the Illinois Environmental Protection Agency to conduct a thorough assessment of recycling and composting conditions for packaging and paper products. The scope of this assessment has been expanded through funding from U.S. EPA’s Solid Waste Infrastructure for Recycling (SWIFR) grant, requiring the collection of additional data beyond packaging and paper to support a more comprehensive understanding of recycling and materials diversion in Illinois. As part of this effort, this survey requests critical information related to recycling systems in the state to identify current conditions and evaluate the capacity, costs, gaps, and needs associated with improving statewide diversion.
