Public Space Protection Orders (PSPO’s) are used to control activities that can have a negative impact on local communities such as dog fouling and the consumption of alcohol.  Cheshire West and Chester Council (CW&C) has already consulted about dog fouling in all public places and a borough-wide order was introduced last October.  CW&C is now consulting local communities about the introduction of PSPO’s across the borough specifically in relation to the control of dogs.  A breach of a PSPO is a criminal offence and enforcement officers can issue a fixed penalty notice of £100 or a fine upon prosecution.  Further information and a copy of the CW&C consultation can be found here:

Kingsley Parish Council is carrying out this additional survey so that we can accurately reflect the views of the community when we respond to CW&C’s consultation.

Several local byelaws relating to dog control have been in existence in the past (e.g. dogs to be on leads in the playing field) but these are practically unenforceable as CW&C is unable to find the original legislation.
