* 1. The City is evaluating the two development proposals: Clearpath and The Blue at Vero.

During the initial Selection Committee meeting on March 4, Clearpath was identified as the leading proposal. However, it was determined during the financial review by PFM that Clearpath's financial partner dropped out.

The Blue at Vero has demonstrated evidence of a strong financial partner, but was deemed weak on engineering and design details.

If Clearpath is unable to secure confirmed financial backing by the March 31st in-person interviews with the selection committee, what course of action do you believe the City should prioritize?

Proceed with negotiations with Clearpath regardless of financial partner

Proceed with negotiations with the Blue at Vero because of their demonstrated strong financial partner

Encourage a collaboration between the developers, utilizing each of the developer's unique strengths (if they are open to this approach) with a joint re-submission by a certain date
