The Richmond Redevelopment Authority (RRHA) and the City of Richmond, in coordination with the Richmond City Health District (RCHD), were awarded a Choice Neighborhood Planning Grant by the U.S. Department of Housing and Urban Development (HUD) to develop a community plan for Jackson Ward. The map image attached shows the study area which includes Historic Jackson Ward, Gilpin Court, and Shockoe Hill.

Purpose: Working Groups are topic-specific groups charged with developing and reviewing content for the Community Plan. The Working Group feedback will be incorporated into the Community Plan and guided by community input which will be collected in many ways - from surveys to large group meetings to table talks, pop-ups, and block walks.

Topics: The Working Groups will be divided into 3 broad topic areas:
  • Housing: The housing component will center around the transformation of Gilpin Court community by replacing the existing housing with high-quality mixed-income housing that is responsive to the needs of residents in both Gilpin Court and the Jackson Ward neighborhood. 
  • Neighborhood: The neighborhood portion will plan to create opportunities for private and public investments in Jackson Ward to offer amenities and assets that are important to the community.   
  • People: The people section of the plan will define ways to improve outcomes for those living in Gilpin Court and Jackson Ward related to areas such as income, employment, education, health, and health services.
Composition: Working Groups must have at least 10 consistent members who commit to attending all meetings. Each Working Group will include members of RRHA, City, and RCHD staff, a meeting facilitator, as well as anyone else who would like to join. Meeting Structure: The Working Group meetings will be organized and planned by RRHA, the City, RCHD, and consultants (LRK and Storefront). The meetings will be highly structured with detailed agenda, pre-meeting assignments, and post-meeting assignments.

Transparency: All Working Group meetings will be open to the public and meeting materials will be posted online.

Working Group Member Responsibilities:
  • Attend all Working Group meetings (each 1.5-2 hours long)
  • Finish pre-meeting and post-meeting assignments in a timely matter
  • Treat fellow Working Group members, co-leaders, and City staff with respect
  • Adhere to the Working Group Ground Rules
  • Provide personal and professional knowledge and experiences on the Working Group topic

Other opportunities: We understand that the Working Group is one of the most time-intensive ways to participate in this planning process. There will be other ways to collect community input throughout the planning process including large community meeting, small group conversations, pop-up events, existing community events, paper and digital surveys, ambassadors, and more. Working Group Meetings 
A few meetings have already happened, but don't worry! We can get you up to speed. As we wrap up summer 2022 and transition to the fall, we are entering the 'Envision' step of the plan. These are the remaining working group meetings for 2022 and 2023. Dates will be announced ahead of time. 
  1. Envision Meeting #1: September 27, 2022; 530-7pm, Richmond Main Branch Library- discuss input received during the Alternatives Workshop (October 2021) and develop draft plan recommendations
  2. Envision Meeting #2: November 2022 - refine draft plan recommendations and prepare for the Draft Plan Workshop (February 2023)
  3. Shape Meeting #1: January 2023 - discuss input received during the Draft Plan Workshop (February 2023) and refine plan accordingly
  4. Shape Meeting #2: March 2023 - continue refinement of the plan and prepare for the Draft Plan Presentation (May 2023)
  5. Shape Meeting #3: May 2023 - discuss input received during the Draft Plan Presentation (May 2023) and provide feedback to incorporate into final plan
