2024-25 Demonstration Project

Keep California Beautiful (KCB) is conducting demonstration projects to identify successful litter prevention methods as part of the Clean California Initiative. Our team will actively engage and provide resources to up to fifteen (15) locations to transform littered areas into clean, beautiful spaces. Demonstration projects may include one or more of the following in a selected community:
  • Routine cleanup and maintenance of a space
  • Cleanup plus providing litter collection, ash, or recycling receptacles
  • Cleanup, collection receptacles, and small landscape design
  • Cleanup plus capture devices for “flowing” litter that enters a marine environment with and without land-based litter collection receptacles
The goal is to reduce litter in outdoor public spaces while collecting data on the effectiveness of cleanups versus using litter receptacles and devices or small landscaping projects. A vital component of the research is identifying possible benefits of adding infrastructure that supports clean, beautified places compared to cleanups alone. Data collected at locations in other states show a reduction of litter by 56% in areas where trash receptacles are appropriately installed and maintained.

KCB will reimburse participants within a range of $1,000 to $12,000. Funds may be used for receptacles, landscaping, beautification, cleanup supplies, and related messaging for projects in highly visible areas that reduce litter, enhance outdoor public spaces, and promote community pride. Selected applicants will work with KCB to plan the demonstration project installation or activities.

All projects must be started on or before June 30, 2024, with receptacle(s) or landscape ordered, installed, or nearing completion of installation.

All sites must agree to participate in litter data collection a minimum of 4 times at the sites in June 2024, September 2024, January 2025, and March 2025. KCB will train local citizen scientists and provide tools for data collection. KCB may collect litter data in conjunction with the site manager or independently. Funding Options

Funding may be used to purchase materials and supplies for a project in these categories:
  • Cleanups: Collection pickers, safety vests, and gloves (not intended to fund waste disposal
  • Receptacles: Trash, ash, recycling receptacle
  • Water/Marine Collector
  • Landscaping or murals:
    • Trees, shrubs, or perennial plants, with a minimum of 50% of native plantings (Annual plants will not be funded)
    • Soil, mulch, pavers, and edging are part of the project, but it must not exceed 25% of the request.
    • Paint
    • Paint brushes, tarps, and related supplies
Timeline
  • Application open until all sites identified
  • February-June (TBD) Mandatory webinar for all recipients. Cooperative Endeavor Agreement (CEA) signed and returned
  • June 15, 2024: First data collection completed
  • June 2024-March 2025: Project data collected (4 minimum)
  • March 15, 2025: Preliminary report due
  • May 15, 2025: Final report due
Reimbursements will begin when project orders are confirmed. The final payment will be made when installation and the first litter assessment are complete. A bonus gift of cleanup supplies is available in May 2025 when the applicant provides a one-year litter data collection.

Requirements and Terms

Approvals
  • All work must be done on public property.
  • An entity official must sign an agreement accepting the funding, responsibility for maintenance, and participation for the duration of the research project.
  • All recipients must attend a mandatory predetermined one-hour webinar before KCB will issue the Cooperative Endeavor Agreement (CEA).
  • A CEA must be signed between KCB and the site recipient before ordering materials or expending funds.
Requirements
  • Projects must be able to be maintained long-term without additional KCB funding.
  • Projects must begin in June 2024, including the first litter assessment.
  • The applicant must agree to collect litter assessment data five times in one year and identify the individual responsible for coordinating the data collection.
  • Projects are required to have an irrigation plan and a maintenance plan. Plans must be uploaded to this application.
  • The project plant design is required to be uploaded to this application. The design does not have to be done by a professional landscape designer. It can be a sketch. Plant and tree types, quantity, and hardscape materials must be identified.
  • A preliminary report will be submitted to KCB by March 15, 2025. The report will require
    • Receipts and documentation of expenditures
    • Before, during, and after photographs, in addition to photos required in the litter assessments app
    • A press release announcing participation must be sent to the local media. A copy is required to be uploaded with the final report. Additional media support may be provided by KCB and Clean California partners.
    • A project acknowledgment letter must be sent to your state house of representatives and senator.
All recipients are encouraged to participate in Clean California Communities days (April 2024 and April 2025) or the KCB Great American Cleanup (March 21-June 21 annually)

Evaluation

The primary purpose of the demonstration projects is to conduct scientific research on ending litter. Applications will be evaluated for:
  • Alignment to research protocols
