The Kauai County Charter Review Commission is considering placing a charter amendment on the November, 2016, ballot, to switch the County Council to a district system. This concept has been on the ballot before and lost. This time, the Commission seeks large scale public input to identify which particular district configuration most appeals to voters or whether the people want to leave the system unchanged.
