Please review the information below about Vermont Statute regarding the expectations of the multi-tiered system of supports and educational support teams.    

Act 44 of 2009 amended 16 V.S.A. § 2902, directs that within each school district’s comprehensive system of educational services, each public school shall develop and maintain a tiered system of academic and behavioral supports through the use of educational support teams for the purpose of providing all students with the opportunity to succeed or to be challenged in the general education environment. The comprehensive system of educational services will also include individualized plans to assist identified students in completing high school, and whenever possible, be developed in collaboration with the student’s parents or legal guardian. The use of the tiered system of supports and educational support teams extends to all students, and therefore the expectations of Act 44 extend to all students.

Each superintendent shall annually provide to the Vermont Secretary of Education a status of their tiered system of supports in each school in the supervisory union; how it is funded and how building the capacity of the tiered support system is addressed in the School's Continuous Improvement Plan, according to Act 117 - VSA Title 16, Section 2904. Included in the report will be a description and justification of how funds received due to Medicaid reimbursement under section 2959a are used.
 
Superintendents usually delegate this survey to the principal at each school in the supervisory union or supervisory district for completion.
