Last year’s historic funding for the McKinney-Vento Education for Homeless Children and Youth (EHCY) program came at a time of unprecedented need and rising homelessness among families and youth. While the ARRA grants have only recently been received by school districts, budget decisions for next year are being discussed by Congress now. The President’s budget proposal presented to Congress does not currently include any increase in funding for the EHCY program.

In order to make informed budget decisions, Congress needs up-to-date local information. While States have recently submitted federal data collection for the 2008-2009 school year, this information will not be finalized until the late Spring, which is late for impacting budget decisions. In addition, the federal data collection does not include information for the 2009-2010 school year, or local challenges and needs. Therefore, NAEHCY and First Focus* would greatly appreciate if you could assist us by filling out this survey.

Please know that the homeless education ARRA funding would not have been possible without the results of our Fall 2008 survey; these data were essential in making the case for the inclusion of homeless education dollars in the stimulus package. Our ability to make the case for new funding is directly dependent on the data and information we receive from school districts and states.

We estimate that each survey will take approximately 20 minutes to complete. We do ask respondents to identify their state and local educational agency, but identifiable information will not be used without the permission of the responder.
