The Office of the State Superintendent of Education (OSSE) has oversight of the Nita M. Lowey 21st Century Community Learning Centers (21st CCLC) program as authorized under Title IV, Part B of the Elementary and Secondary Education Act, as amended by the Every Student Succeeds Act (ESSA) Act of 2015. The purpose of the 21st CCLC program is to provide at-risk students with access to opportunities for academic enrichment, personal enrichment, and other activities intended to enhance the students’ regular academic program. Another component of the 21st CCLC program is the engagement of adult family members of student participants through educational and personal development opportunities. 21st CCLC programs offer safe environments for students during extended learning time (before and after school hours, weekends, holidays, and summer), and may have one or multiple centers/sites, which may be located in schools, community facilities, and/or faith-based facilities. All centers must offer an assortment of high-quality services to support student learning and development.

External organizations are eligible to apply for funding to implement 21st CCLC programs. The term "external organization" is defined by ESSA as “a nonprofit organization with a record of success in running or working with before- and after-school (or summer recess) programs and activities; or in the case of a community where there is no such organization, a nonprofit organization in the community that enters into a written agreement or partnership with an experienced organization as described above to receive mentoring and guidance in running or working with before and after school (or summer recess) programs and activities (ESSA, Section 4201)."

In compliance with the ESSA; OSSE is required to publish a list of prescreened external organizations that implement before and after school programs. Applicants may opt to partner with an agency on this list but are not obligated to do so. Accordingly, OSSE is pleased to announce the opportunity for nonprofit organizations in the District of Columbia to submit an external organization profile.

To meet requirements for the minimum record of success, any organization submitting a profile must:
  • Operate as a nonprofit in good standing in DC; and
  • Have a minimum of five years of experience operating or delivering services to out-of-school time programs in DC.
Disclaimers
  • Any external organization that meets the criteria outlined above, completes all sections in the profile and submits by the deadline will be included on the external organization prescreen list. The list will be maintained by OSSE.
  • No funding is directly associated with the application for inclusion on the eligible provider list. The completion of this application will not result in a contract with OSSE.
  • OSSE reserves the right to omit any organization from the list for failure to complete the profile in its entirety.
  • OSSE reserves the right to remove an organization from the list when it fails to meet the minimum record of success.
  • Applicants for 21st CCLC are not obligated to partner with agencies named on the prescreen list.
  • OSSE does not guarantee the amount of work given, if any, to organizations on the eligible provider list. By including an organization on the eligible provider list, OSSE is simply verifying that the organization has successfully completed the external organization prescreening process. OSSE’s inclusion of an organization on the eligible provider list is not an endorsement of the organization, nor is it certification of the quality of activities provided by the organization.
  • Subsequent to profile submission, all information submitted by an external organization in response to the profile solicitation is considered public information, except as may be exempted from public disclosure by the DC Freedom of Information Act, Exemption from disclosure, DC Code § 2-534.
  • OSSE is not responsible for technical issues the organization may experience during the time of submission.
Proof of Nonprofit Status

Applicants are required to submit one of the following documents to 21stcclc.Info@dc.gov that demonstrates that your agency is a nonprofit organization in good standing within the District of Columbia:
  1. Proof that the Internal Revenue Service currently recognizes the agency as an organization to which contributions are tax deductible under Section 501(c)(3) of the Internal Revenue Code;
  2. A statement from a state taxing body or the DC Attorney General certifying that:
    1. The organization is a nonprofit organization operating within DC; and
    2. No part of its net earnings may lawfully benefit any private shareholder or individual;
  3. A certified copy of the agency's certificate of incorporation or similar document if it clearly establishes the nonprofit status of the agency; or
  4. Any item described in paragraphs (a) through (c) if that item applies to a state or national parent organization, together with a statement by the state or parent organization that the applicant is a local nonprofit affiliate.
