The City of Lemon Grove is updating the Downtown Lemon Grove Specific Plan! We are building on the Draft Downtown Specific Plan that was written in 2018, which was created with extensive community feedback and detailed analysis.

The current update process is focused on refining and modernizing the Draft Plan, including alignment with current State laws, such as SB 79, while maintaining the overall vision established through community input.

The Downtown Lemon Grove Specific Plan area (referred to here as “Downtown Lemon Grove”) is generally bounded by SR-94 to the north, Washington Street to the east, Lincoln Street to the south, and Massachusetts Avenue to the west (see map below).
