Speed Safety Cameras - Candidate Location Survey

Bellevue’s Speed Safety Camera (SSC) program began in 2009, with the most recent expansion in 2014. The City Council is now considering 37 new locations for cameras, to be installed in phases between 2026 and 2030.
Over the past year, city staff have analyzed traffic data and engaged the community to ensure the program improves safety outcomes across Bellevue.

Our approach to safety:
The SSC program is designed to promote safety, fairness, and equity:
  • Cameras are placed on streets with the highest speeding-related crashes and systemic safety risks.
  • Fines are intentionally lower than standard tickets to encourage compliance without causing financial hardship.
  • Cameras are distributed citywide so no single neighborhood is disproportionately affected.
  • Individuals receiving public assistance or participating in the Washington WIC program can request 50% off fines within 21 days.
What we have heard from the community:
Feedback collected this summer through surveys, events, and emails highlighted several common themes:
  • Speeding is a serious safety concern, and cameras are viewed as an effective tool to address it.
  • Top priority areas include streets with severe crashes, street-racing hotspots, and school zones.
  • Cameras should be accurate, effective, and protect personal privacy.
