Mission:
NCSTIIID is organized for the mutual educational enhancement, communications, and professional development of its members regarding the education and services for English Learner students (ELs).
Vision:
The NCSTIIID serves as the voice of ELs, representing SEAs and LEAs across the United States. We are small enough to hear individual voices, yet powerful enough to be heard as a whole. The organization provides its members with direct contact with the change agents in each state and at the Federal level. With two-way communication between the council and the decision makers, our voice can be heard

*Providing assistance and support to SEAs and LEAs, helping
EL children attain English proficiency and meet high academic
standards;
*Providing assistance and support to new and existing Title III
SEA and LEA directors/administrators in developing programs
and activities that achieve the national, state, and local
educational goals;
*Providing educational activities and information to its members, governmental, educational, and private entities on effective language program administration and education of EL students.

*Providing an avenue of communication among members to facilitate effective programs and activities to achieve national, state, and local educational goals;
*Providing information to its members, individuals, and other organizations on effective instruction, and administration of programs for EL students. This may include the use of position papers and white papers.
