The NARUC Committee on Consumers and the Public Interest will be holding a unique event during the NARUC Summer Policy Summit in San Diego: A Poverty Simulation, What Role Do and Can Regulators Play? The Simulation will be on Sunday, July 17. Luncheon training from 12:30 - 1:45/Registration 1:45 - 2:30/Simulation 2:30 - 5:00.
A poverty simulation is an activity in which participants have the opportunity to experience some of the challenges facing low-income consumers and other vulnerable populations.

As a volunteer you will staff tables representing community resources and services for the families. These services can include a bank, super center, community action agency, employer, utility company, pawn broker, grocery, division of family service office, police officer, an "illegal activities" person, payday and title loan facility, mortgage company, school and child care facility.

Participants (registration for this role is separate) will be assigned the role of a "family member" and they will encounter obstacles as they go about their day trying to pay bills and deal with routine responsibilities.  
Objectives of this Poverty Simulation include:
  • Exploring factors impacting consumer decisions related to utility payments;
  • Increasing understanding about the numerous challenges and dueling priorities facing low-income consumers and vulnerable populations; and
  • Identifying specific ways Commissions, utilities, and consumer advocates can collaborate to address these challenges as they relate to the affordability of utilities. 
Volunteers will attend training from 12:30 - 1:45 pm (lunch will be served) and then participate in the actual simulation from 2:30 - 5:00.
