DYCD Immigrant Services Concept Paper Feedback

Please review DYCD's Immigrant Services Concept Paper and answer the questions below to help inform program design and development of an Request for Proposals. We have included questions on all 3 competitions (Legal Servies, Legal Services for Victimes of DV, Immigrant Families) outlined in the Concpet Paper, however, please feel free to comment only on the areas of interest to you.

1.Legal Services for Immigrants: DYCD wants to ensure that New Yorkers all over the city are reached via street outreach, education activities, and screenings. Is it feasible to conduct the street outreach to all five boroughs given the staffing structure and expectations in the solicitation? If no, how would you change this requirement? If yes, what strategies would you use to ensure that all five boroughs were adequately covered by street outreach (e.g., set schedule by neighborhood, prioritizing high need areas, etc.)?
2.Legal Services for Immigrants: How do you suggest providers verify the tier of services they are providing a client? Please provide any thoughts or suggestions on types of documentation that could be utilized to verify completion of legal services that are not application-based, such as general consultations and inquiries, follow-up on previous applications, contact with agencies other than USCIS, etc.
3.Legal services for Immigrants/Legal Services for Immigrant Survivors of Domestic Violence and Trafficking: Are there additional legal services or needs that are not covered in the 3 service tiers?
