Howland Township is currently developing a plan along the East Market Street Corridor that investigates alternatives to improve traffic safety and traffic flow, enhance bicycle and pedestrian amenities, improve the streetscape, and develop a unique town center character. Developing the East Market Street Corridor Plan is a recommendation from the Township's recently completed 2023 Comprehensive Plan.

A proposed alternative along East Market Street has been developed and the Township is seeking feedback from the public. A public meeting on this topic was held on January 22, 2025. This is a long term vision for the corridor and would build on other improvements proposed within the area. Implementation of these concepts would require obtaining outside grant funding and further planning and development.

Proposed 3-Lane Section East Market Street: West Side - The proposed 3-lane roadway section illustrated below alters the lane configuration of East Market Street from the existing 4-lane section to a 3-lane section. The 3-lane section will have a dedicated left turn lane and one lane of traffic in each direction. The goal of this proposed roadway configuration is to improve safety and traffic flow, while also allowing for safer bicycle and pedestrian facilities. By reconfiguring the roadway and utilizing a more efficient 3-lane section, there is more space within the existing roadway right-of-way to allocate towards other elements (bike and pedestrian facilities and streetscaping). A multi-use path is proposed within the northern treelawn to replace the existing adjacent sidewalk. Within the southern treelawn a buffered sidewalk is proposed to replace the existing adjacent sidewalk. These facilities are safer than the current pedestrian facilities and are made possible due to the reconfiguration of the vehicular traveled lanes. The plan view illustrated below is what the proposed 3-lane section would look like along East Market Street. We are asking you to review this plan and answer the following questions to provide us with feedback on this idea.
