Apply to Serve on a Housing in Unincorporated Communities Rulemaking Advisory Committee

On April 23, 2026, the Land Conservation and Development Commission approved initiation of a rulemaking for this topic. Their decision includes approval of certain parameters as defined in the charge to the committee. Advisory to Department of Land Conservation and Development (DLCD) staff, committee members will consider amending existing rules governing Oregon land use. This includes Oregon Administrative Rules Chapter 660 Divisions 4 (the Goal Exceptions Process), 11 (Public Facilities), 14 (Urbanization) and 22 (Unincorporated Communities). Recommended changes may allow Oregon counties to expand and upzone certain unincorporated communities consistent with other state laws and the continued protection of natural resources and working lands. 

According to the commission’s direction, DLCD will establish a Rulemaking Advisory Committee (RAC) to support the process. The RAC will include diverse perspectives to provide advice and guidance to DLCD in preparing recommendations for the commission.

RAC Meetings


Staff expect that RAC members will meet through the summer and fall of 2026. Meetings will be approximately three to four hours. Most meetings will be conducted virtually. However, it is likely that one meeting will be held at a location within an existing unincorporated community. Remote options will be provided for all meetings. It is important to have the members attend consistently for continued discussions and shared learning. Community members will be able to view meetings on DLCD’s YouTube channel. Meeting materials will be available on DLCD’s rulemaking website page.
