What is the purpose of the survey and why are we doing it?
The purpose of this survey is to gather crucial information in support of Liverpool City Council's (LCC) three-year Live Labs 2 program, funded by the Department for Transport (DfT) and ADEPT. The overarching goal of this program is to develop and implement local road plans with a specific focus on zero carbon and climate change mitigation. As part of the decarbonisation strategy, there is a key emphasis on recycling highway waste materials. Consequently, the survey aims to gain insights into the current recycling approaches employed in Liverpool.
Liverpool City Council aspires to increase usage of materials aligning with circular economy principles and promoting low carbon production standards in road construction and maintenance. Noteworthy examples would be Hydraulic Bound Material (HBM) and Cold Recycled Bound Material (CRBM).
What is the ADEPT Live Labs 2 project?
ADEPT Live Labs 2: Decarbonising Local Roads in the UK is a three-year, UK-wide £30 million programme funded by the Department for Transport that aims to decarbonise the local highway network. The Association of Directors of Environment, Economy, Planning & Transport (ADEPT) represents local authority county, unitary and metropolitan directors across England. Live Labs 2 includes seven projects, grouped by four interconnected themes, led by local authorities working alongside commercial and academic partners. Each project is testing new solutions to decarbonise construction, maintenance and decommissioning the local highway network. What do we mean recycled material?
In the context of the Live Lab programme, recycled material pertains to processed high-value materials that are specifically targeted for reuse in highways reconstruction and surfacing. We are primarily focusing on two key types of recycled materials:
1. Hydraulic Bound Material (HBM):
HBM is a mixture comprised of 100% recycled aggregate and cement bound.
HBM adheres to the Specification for Highway Work SHW800.
In road construction, HBM serves as a sub-base or base course.
Notably, the use of HBM contributes to a reduction in the asphalt layer when compared to the utilisation of un-bound materials.
2. Cold Recycled Bound Material (CRBM):
CRBM is formed by blending 100% Recycled Asphalt Planings (RAP) with a bitumen binder, which can be in the form of emulsion/foam, and cement.
CRBM conforms to the Specification for Highway Work 900.
CRBM is employed as a binder/base course specifically designed for low and middle road traffic, with an emphasis on areas with traffic volume up to 30 MSA.
Who can be involved in the survey/who do we want to hear from?
The survey is open to and aims to gather input from a group of individuals involved in highways construction as well as utilities constructions across the Liverpool City Region and surrounding areas. Specifically, we want to hear from:
Contractors
Highways Professionals
Utility contractors
Planning authorities/local planning teams
Other relevant stakeholders such as suppliers, etc.

How do participants submit a response and can they withdraw after submitting?
Towards the end of the survey, you will be prompted to “submit” the response. However, individual respondents are unable to withdraw submitted responses. If you need to delete or amend a response, you should contact the administrator
