World Customs Organization is looking at undertaking a major review of the Harmonized System (HS).  

The WCO Policy Commission agreed at the end of 2018 to explore possibility of a major review of HS. It starts with a two-day open Conference to enable stakeholders to gather, discuss and set the agenda in May 2019.  The discussion started from article published in the WCO News in mid-2018 - https://mag.wcoomd.org/magazine/wco-news-86/is-the-hs-still-fit-for-purpose/. It highlighted the broad use of HS, not only for tariff duties but also for others such as statistical and economic analysis; however, it also raised questions whether the current structure of HS is still relevant to address users’ need.

WCO has reached out UN Statistics Division to undertake cooperation on HS review as focal point of the statistical community.  This is not only because the HS was set up as a combined tariff/statistical nomenclature, the importance of statisticians as a major user group or the need to enable on going correlations and statistics over time.  Statisticians have the type of deep understanding of the issues and problems involved with classification within complex systems that is essential to assessing the quality and workability of ideas in this area. 

Therefore, we would like to have a feedback from you, as UN Comtrade user, on the use of HS in your work. The results will be presented in forthcoming WCO Conference on HS Review in May 2019.
